At times, the USA assumed it was going after ‘targets of Convenience’ (Williams, 1989) until it encountered this Counter-Balance, much to its Humiliation; on the Korean Peninsula, in Vietnam, and with the ‘Bay of Pigs Invasion’, and its further Attempt in the Cuban Missile Crisis.
