The current President of Nigeria, Muhammadu Buhari is the Leader of the ‘All Progressives Congress' (APC) Political Party of Nigeria. Godwin Emefiele, the Governor of the Central Bank of Nigeria is a Member of the APC. Asiwaju Ahmed Bola Tinubu is the presidential Candidate of the APC at Nigeria’s general Elections in February 2023. All these Entities, collectively and severally, are taking ‘the People’ of Nigeria for a Ride with the “Scarcity of Fuel” and the corrupt Exchange of the replaced Naira Notes for the new Ones coupled with the restricted Supply of the new Notes. Shoot first then regret it
I saw Asiwaju Bola Ahmed Tinubu the 2023 presidential Candidate for the ‘All Progressives Congress' (APC) Political Party on YouTube complaining about the (1) restricted Circulation to ‘the People' of Nigeria the redesigned Naira Notes and (2) stifled Supply of Fuel in the Country. I took it at Face Value he was concerned these two Intrusions would impede his Capability and Capacity to buy Votes from ‘the People’ to manipulate the Election in his Favour. He was apparently despairing in https://youtu.be/PsWTbI50fDo, was he not? I believed his Desperation, so, I twitted https://twitter.com/IP_dan_Iyan/status/1619124125871800326?t=hb9VRPn1oI7l5olLbg2VVA&s=19. I was the Fool, unthinking properly. Bola Ahmed Tinubu got me; “aim down sights.” Although my Tweet was more reflective than Remarks on the Matters hitherto, I had nevertheless jumped on the ‘Bandwagon of popular thinking’©. The Spectacles of Nigerians (1) fighting to possess the new legal Tender and (2) “spraying” the new Money recklessly at a Party brought Home to me a possible Truth. I awoke. I saw beyond the obvious. I recognized what Asiwaju Tinubu did at the Campaign Rally. He was feinting. He was playacting. This is why his Team are leveling Accusations against Aso Rock but refuse to mention Names. You know what? No such Enemies – “Elements,” they are called – exist in Nigeria’s presidential Villa. It is a Game. Anybody familiar with ‘Game Theory’? Do not limit yourself to the Textbook. Explore the Theory. Actually, do not bother with the Theory. Remember the “bad Cop, good Cop” Routine? Come on, you have watched it many Times in Hollywood Movies. Okay, do the reverse of “Ile ni a seni gbe, eyin Ikule ni Ota wa,” as the Yoruba say. Bad for me, I do not understand any other African Language otherwise I would have written this in such other Languages. Yeah, I know, my written Yoruba sef na wa.
Think. Bola Tinubu, the President of Nigeria Muhammadu Buhari who is also the Leader of Tinubu’s Party the APC, the CBN Governor, Godwin Emefiele, a Member of the APC, and the APC itself are perpetrating the wilest (most wile) Election Fraud on Nigerians in altering the Appearance of certain Naira Denominations and terminating the Legality of the replaced Naira close to the general Elections for the Presidency and National Assembly, et cetera. After all, the new Designs, all Nigerians have noted, are merely cosmetic. That Bola Ahmed Tinubu complained publicly, on the Campaign Trail, at a Campaign Rally about the Unavailability of the restyled Naira Denominations, and the “Scarcity of Fuel” would be to pre-empt Suspicion. Those who have encountered him, Foe or Friend have noted how much of a "Genius" he is. So, he gaffes? Examine carefully what he made Errors at. Basic Things but enough to preoccupy Nigeria's Media with Talk of his Health and distract Journalists from zeroing in properly on him. They are taking their Eyes off the Ball with their Fixation on his Health and Communication Errors. Look, Donald J Trump Sr had limited Vocabulary. He became President of the United States of America because the Media (and Entertainers) focused Attention on his inadequate Repository of Words.
Ordinary Nigerians do not have Access to the new Naira Notes
If ordinary Nigerians are struggling to lay Hands on the new Naira Notes; https://youtu.be/z8RcJrKiddc and the substituted Notes have been withdrawn from Circulation, it means these ordinary Nigerians have no Money to buy Food and pay for Shelter (if they rent). Two Essentials of Human Existence; see Abraham Maslow’s 'A Theory of Human Motivation’ (1943).1 The redesigned Naira Denominations were introduced on 23 November 2022 by President Muhammadu Buhari. The CBN gave 31 January 2023 as Deadline for Cessation of the substituted Notes as legal Tenders. The Reasons given by the CBN for the Redesigns are as follow:
"Data have shone a large volume of banknote hoarding by the Public, which has led to a shortage of clean and fit banknotes. Increase in the rate of counterfeiting in the country and the long span of re-designation of naira notes, which according to best practice, should be undertaken every 5 to 8 years."
The implied Justification most Nigerians fell for is that the Naira Redesigns are really to frustrate Attempts by Politicians to deploy Stockpiles of these Denominations in buying themselves into political Offices. Self-disappointingly, I too was so conned albeit I am not Nigerian. Both the stated Reasons by the CBN and the implied Justification preferred by the Nigerian Public and outside Observers are ostensible Reasons only, as Time is now letting us know. Godwin Emefiele’s amoral Mind was exposed in Comments he made in https://www.thecable.ng/deadline-for-old-naira-notes-remains-jan-31-says-cbn/amp when refusing to extend the Deadline of 31 January 2023 for the rejected Naira from being a legal Tender. He stated:
"... as the president [Muhammadu Buhari] has said on more than two occasions, and even to people privately, that for us, 90 days — in fact, we feel it’s 100 days — is enough for anybody who has the old currency to deposit the money in the banks."
How does the Period from 23 November 2022 when the new Naira Notes became legal Tenders to 31 January 2023 when they were no longer legal Tenders equate to 100 Days according to Emefiele’s Gospel or even 90 Days from Buhari’s Emanation? This Period consists of only 70 Days. Let us examine the Chronology of the Redesigns. On 26 October 2022, Godwin Emefiele announced the Intention to recast some Naira Notes. Buhari commissioned the new Notes into Circulation on 23 November 2022. Whether or not they started becoming accessible to Nigerians per se on that Date is another Matter. If CBN Governor Emefiele counted his 100 Days from his Announcement on 26 October 2022, One has to wonder ordinarily how he got to be CBN Governor. As for President Buhari not getting his Arithmetic right, ‘why am I not surprised?’ Importantly, did Godwin Emefiele expect Nigerians to have been spending the new Notes from his Notice on 26 October 2022 when he did not make these Notes available until about a Month later? What kind of warped Minds are Emefiele’s and Buhari’s?
Even if Emefiele’s 100 Days’ Claim were not Hallucination or Buhari’s 90 Days not from a ‘Corruption riddled Mind’©, what – not ‘which’ – Country gives its Population 100 Days or 90 Days to remove completely from Circulation a replaced Currency? A Country governed by Bestiality it is (even if those in Authority appear benign). ‘Bestiality’ and ‘Benignity’ are Contradictions. There is no Paradox. They cannot coexist but the Difficulty Nigeria faces is its consciously created Illusion that Muhammadu Buhari is not dishonourable. He is utterly without any Sense of fiduciary Responsibilities. Those of us in the Nigerian Press – not ‘Media – in the middle to late 1970s – I was the Features Editor for Express Newspapers – know that he diverted $2.8b into his private Account. How did we know? General Muhammadu Buhari himself as Federal Commissioner for Petroleum and Natural Resources and Chair of Nigeria National Petroleum Corporation (NNPC) admitted that the Money mistakenly went into his private Account. The late President Shehu Shagari set up the Irikefe Commission but never released the full Report. That did not stop Two-Star General Buhari from overthrowing him. He feared he would eventually be exposed as to whether he returned the Funds to the Federal Government as he promised he would. Following Buhari’s Military Coup D’état against Shagari, the true Findings of the Irikefe Panel have remained buried. Again, when Civilian Muhammadu Buhari was Executive Chair of the Petroleum Trust Fund (PTF) under his former Subordinate General Sani Abacha, Millions of Naira, some said Billions, developed Legs and walked away. The Fact that he would take an Appointment under his previously junior Military Officer says much, independently, about the Man. He cared not for Self-Esteem but for 'financial Gratification'© in the Opportunity to divert the Country Funds into his Pockets. As Civilian President from 2015, he has ensconced himself as the Minister for Petroleum Resources, and Nigerians and Oil Revenues simply continue to be short-changed.
The Problem really is that Nigeria boasts itself enlightened whereas it is not. Most of its educated Population, as far as I have observed, are ‘Textbook Regurgitators’©. One needs to live outside Nigeria and be at least as educated as I am, an academic Philosopher – MPhil/PhM not Oxbridge – to recognize the Paucity of Nigerian Intellect in situ. I exaggerate, of course. There are exceptions. The Nigerians making Names for themselves abroad – not political Names or literary Awards for caricaturing the African in the European/Western Stereotype – are Nigerians truly able. It is why foreign Countries embrace them. Some Nigerians knew something was terribly wrong with the Naira Redesign Policy by Emefiele. They examined the Realities of the Change and found the Change futile but could not quite put their Fingers on why they were feeling uneasy about the Change.
Some Nigerians are not even aware of Shortage in the Supply of redesigned Naira Denominations
While ordinary Nigerians have none or inadequate Supply of the new Naira Notes in their Possession, the non-average Nigerian is swimming in it, as https://youtu.be/z8RcJrKiddc indicates. Thus, the Question needs to be asked as to how they came to hold the new Naira Notes in Abundance vis-à-vis other Nigerians. It is redundant Question really because we know how. They have Influence within the Distribution of the new Naira Notes. They are not ordinary Persons, after all. Nail on the Head. Asiwaju Ahmed Bola Tinubu is not an ordinary Person. He is a superordinary Nigerian. The Assent of the President of Nigeria, Muhammadu Buhari, of the Policy of the Governor of the Central Bank of Nigeria, Mr Godwin Emefiele, both of whom are of the same political Party as Tinubu are intended to strengthen Tinubu’s Machination of buying the Votes of the ordinary Nigerian Voter to secure him as the next Nigerian President. The Strategy is so devilish, and it is working. It is distracting the Nigerian “fourth Estate” from being intelligently oriented. The “fourth Estate” is supposedly not only the Watchdog of any Society but equally the Guard Dog. Right now, Nigeria’s Media – the fourth Estate – are behaving like the Dog thrown a Piece of Bone which pursues the Bone relentlessly without considering what Dangers might be lurking along the Way. On course, Asiwaju Ahmed Bola Tinubu will become the President of Nigeria in 2023. “Emi lo kan” will triumph.
Why are Nigeria’s Media not asking this Question?
How come the CBN has no Provision for “cash exchange for all [replaced Naira] deposits”? Below is what APC Emefiele, and ipso facto APC Buhari, after all Buhari as President approved the Redesigns, said:
"There is no outright exchange of new banknotes for old N200, N500, and N1,000 banknotes. However, customers are encouraged to explore other payment chanels such as eNaira, POS, electronic transfer, USSD[sic], internet banking, and mobile money operators and agents, for their economic activities."
What the ...? When Donald Trump Sr, as US President, called Nigeria a “shithole,” Nigerians went up in Arms. What People – not ‘which’ – allow themselves to be treated like this? Which Country changes Currency but is not able to exchange the replaced Notes with the new Notes in full once the old Notes cease to be legal? I was in the Gambia in 2019 when the Country Change of Notes came into Effect. I was withdrawing the new Notes as soon as they became legal Tender, if not even before the old Notes ceased to be legal. However, the Buhari-Emefiele Strategy is bespoke for a Tinubu Win. If this were not the Case, why delegitimize some Notes without Preparedness for their equal Exchange with new Notes? Did anyone force the Redesigns of the Naira Notes on Buhari and Emefiele? No. The Redesigns of certain Naira Notes was the Strategy of perpetuating APC in Power by ensuring a Tinubu Win through the Tactic of strangulating the Supply of the new Naira Notes to ordinary Nigerians. Ahmed Tinubu will have enough access to the new Notes to buy his Way into the Presidency from the Voters calculatingly excluded from Access to own Monies. Voilà.
Now, let us sum up
Why the Naira Redesigns at this Time? This is how Godwin Emefiele answered:
"The global standard period for redesigning a country’s currency is five to eight years, which means that the Naira is long overdue for redesigning. Also, having a considerable amount of money currently outside the banks back into the financial system may help ease inflationary pressures, deepen financial inclusion and enhance cashless policy."
There are a number of Lies in certain of Godwin Emefiele’s Statements above. (I) If Naira Denominations need redesigning to fit with “the global standard,” why must this be done about three Months to the Country’s general Elections? (2) Why could it not wait till after these Elections? (3) Why could it not have been done long before these Elections? (4) Why recast just the N200, N500, and N1,000 Naira Notes? The current N20 Note came in 2007, N5, N10 and N50 in 2009. I do not know if the N50 Note of 2010 replaced the 2009 Issue, as I do not live in Nigeria. I am only examining Records. The N100 Note was produced in 1999 and another Version in 2014. Again, I do not know if the 2014 Entry displaced the 1999 Issue. N200 became legal Tender in 2000, the N500 in 2001 and the N1,000 in 2005. Year 2007 of the N20 was 15 Years before Emefiele’s 2022 Naira Redesign Policy. Year 2009 of the N5, N10 and N50 was 13 Years prior. The N100 was either 23 Years or 8 Years till 2022. The N200 in 2000 was 22 Years to 2022, the N500 21 Years intervening and the N1,000 was 17 Years away. Following CBN Governor Godwin Emefiele’s Logic of “the global standard period for redesigning a country’s currency” in View of the foregoing History of the Naira Design, all Naira Denominations were eligible for Redesign in 2022. Look again at the History of Naira Notes, I have presented and you know they all failed Governor Emefiele’s ‘litmus Test’ for their Redesign. Perhaps, the N100 is Borderline. So, why did Godwin Emefiele and President Muhammadu Buhari select just the N200, N500 and N1,000 for Redesign?
If Emefiele meant well for Nigeria, why did the CBN not redesign all the Naira Denominations? As imperative as this Question is the other profound Question; why did Muhammadu Buhari and Godwin Amefiele recast the Naira Notes they did when they did? Does the Answer lie in the Implication that both do not accept the CBN as an Organ of the State2 but as Machinery of their political Party, the APC?
Godwin Emefiele was appointed Governor of the CBN in 2014. The N200 Note was already 14 Years old then. The N500 was 13 Years old. The N1,000 was 9 Years old. Why did Governor Emefiele not redesign these Notes then when he commenced Office or even few Years after settling down in the Post? Nigerians do need to wake up.
